Reinvested Communities Reminds Us:

  • Texas is one of two states that does not pay incarcerated individuals for compulsory labor.
  • Individuals incarcerated in Texas prisons produce many items used in everyday life, including license plates. (Convict leasing fact sheet. Prison Policy Initiative: The Prison Economy)
  • Texas has more private prisons than any other state. Since most private prisons operate on a per diem rate for each bed filled, there is a financial incentive not only to detain more prisoners but also to detain them for a longer period of time. The majority of private prison contracts contain lockup quotas. Lockup quotas agree to keep private prisons anywhere from 70% to 100% full (depending on the contract). This ensures that the private prison company makes millions and locks people up at high rates regardless of crime rates.
