The US imprisons more people than any other country, and Texas incarcerates more persons than any other state in the nation. Texas is 1 of 2 states that does not pay incarcerated individuals for compulsory labor. Individuals incarcerated in Texas prisons produce many items used in everyday life, including license plates. Texas has more private prisons than any other state.
Since most private prisons operate on a per diem rate for each bed filled, there is a financial incentive not only to detain more prisoners but also to detain them for a longer period of time. The majority of private prison contracts contain lockup quotas. Lockup quotas agree to keep private prisons anywhere from 70% to 100% full (depending on the contract).
